Santiago de Chile, Diciembre del año 2.002Llamamiento a los Pueblos de Europa
Los equipos negociadores de Chile y la Unión Europea (UE) han alcanzado, en Mayo de este año, un consenso en torno al texto definitivo de un Acuerdo Comercial que negocian desde 1990.
La UE, de esta manera, está accediendo a efectuar negocios con un país que aún no cumple con los requisitos que la Comisión de Relaciones Económicas Exteriores del Parlamento Europeo y la Comisión de Desarrollo y Cooperación, también del Parlamento Europeo, en 1997, considerara imprescindibles para que Chile fuera un socio viable y tolerable para alcanzar un acuerdo comercial, como lo señala la Resolución A4-0023 / 97 del Parlamento Europeo de Enero de 1997.
La UE hace caso omiso de las disposiciones contenidas en los Códigos de Conducta que ella misma impusiera a las empresas europeas en sus inversiones en países del Tercer Mundo, como nuestro país, y pareciera ignorar las graves violaciones a tales Códigos que cometen sus empresas en Chile.
La UE quiere firmar un Acuerdo Comercial con un país gobernado por autoridades carentes de voluntad política para cumplir con los requisitos señalados por el Parlamento Europeo en 1997 y tolerantes a los abusos que las empresas extranjeras (entre ellas, las europeas) cometen contra los trabajadores chilenos y el medioambiente.
La UE y el Gobierno chileno se han concertado para firmar un Acuerdo Comercial, además, con la total ausencia de la participación ciudadana en ambas partes, usando la desinformación como vehículo para ocultar las reales bases de sustentación que tiene este Pacto Comercial: los abusos cometidos por las empresas de una de las "partes" ante la tolerancia de las autoridades de la otra "parte".
Las organizaciones chilenas que suscriben este llamamiento, pertenecientes a los ámbitos sindical, político y social en general, quieren antes que nada informar a los Pueblos de Europa cómo es que se enriquecen sus transnacionales gracias a los abusos que nuestros Gobiernos democráticos permiten, y solicitan a esos mismos Pueblos, a sus organizaciones sindicales, políticas, culturales y estudiantiles, a los grupos que se oponen a la globalización de los abusos formalizados en estos y otros instrumentos comerciales, que impidan que sus Parlamentos locales ratifiquen el Acuerdo ya consensuado por los tecnócratas chilenos y europeos, inmunes al sufrimiento de los pueblos.
Las organizaciones chilenas firmantes de este llamamiento invitamos a los Pueblos de Europa y a sus organizaciones a ejercer las acciones de denuncia, boicot y resistencia que estimen convenientes a fin de bloquear este Acuerdo Comercial en su proceso de ratificación en cada uno de los Parlamentos de las naciones que integran la Unión Europea, para que ninguno de estos pueblos se vea involucrado en el historial de abusos que debidamente hemos registrado y documentado desde el fin de la Dictadura de Pinochet.
Ponemos a disposición de las organizaciones e individuos de Europa, que son intolerantes ante la miseria, las violaciones a los derechos humanos y laborales y la destrucción de la Naturaleza, el documento "Los Zarpazos del Jaguar" para que observen como se generan las fabulosas ganancias que en Chile obtienen las transnacionales y firmas europeas y qué es lo que nos hace un país "apetecible" para ser socio comercial de la UE. Nuestro deseo, también, es que dicho documento sea una herramienta de trabajo para levantar la resistencia a la herramienta de explotación que es, en definitiva, el Acuerdo Comercial Chile - UE.
Adjuntamos a este llamamiento la Introducción del documento "Los Zarpazos del Jaguar" a manera de preámbulo para que los Pueblos e Europa conozcan la realidad del "Jaguar" latinoamericano que nuestros gobernantes ocultan a toda la Humanidad.

Both, the Chilean and the European Delegation have reached an agreement, on May 2002, on the final text of an Free Trade Agreement that has been negotiated since 1990.The European Union (EU) is accepting in signing a free trade agreement and making business with a country that does not accomplish with what the Foreign Economic Affairs Commission and the Development and Cooperation Commission of the European Parliament, in 1997, considered important and urgent for Chile to accomplish so that it would be an associate and able to sign the Free Trade Agreement as it had been stablished on the Resolution A40023 / 97 of the European Parliament in 1997.
The European Union does not take into account of what their Management Code stablishes and that it imposed to the european enterprises that invest in the Third World Countries, like ours, and it seems to be that they ignore the violation to such Codes that your enterprises executing in Chile.
The European Union wants to sign a Free Trade Agreement with a country that is governed by authorities with lack of political determination to accomplish with the requisites stablished by the European Parliament since 1997 and also tolerant with the abuses and violations against the workers and the environment committed by foreign enterprises (where we find the european enterprises too).
The European Union and the Chilean Government have agreed to sign a Free Trade Agreement, with no participation at all of the chilean and European citizens and their social organization, not giving the full information to the whole society and hiding that information that tells us the real basis and conditions of that Free Trade Agreement: the abuses and violation committed by one of the parts and the tolerance of the other.
The labour unions, the political and civil organizations that sign this Urgent Call, before all want to inform and denounce to all the European People how the transnational enterprises increase their profits and wealth thanks to the abuses and violation that our Democratic Goverment allows, and that they give an urgent call to all the European People, to their worker´s and student´s unions, to their political parties, to their cultural organizations and to all the movements that fight against the globalization of this abuses and violations formalized in this and other Commercial Agreements, in other to prevent that their Local Parliaments ratify this Free Trade Agreement between the Chilean Government and the European Parliament that do not take into account the suffering of their own people.
We, the organization that sign this urgent call, invite all the European People and their organization to demand, denounce, resist, prevent, stop and to use all the forms that our imagination allows us in other to block this Agreement in the ratification process in each parliament of the nations that form the European Union, so that none of this people could be mixed with all this human rights violations that we have already informed previously since the end of Pinochet's Dictatorship.
We put this Urgent Call in the hands of the European organization and people, that don not tolerate the misery and the oppression the violations to the human and labour rights and the destruction of the environment. The document "The Strike of the Jaguar" so that you can observe that generate profits of the transnational enterprise in Chile. This document is to be used as a means of discussion and propaganda of what is happening in our country as a previous effect of the Free Trade Agreement.
